Paragraph 3 in Appendix A states that Section 25.200 of the Commission’s rules is deleted. Section 25.200 specifies a procedure and requirements for manufacturers and blanket licensees to obtain certification on a voluntary basis for terminals used for reception of satellite telecommunication services provided directly to end users. Paragraph (c) of that rule section, which specifies out- of- band emission limits to be met for purposes of voluntary certification, is not fully consistent with the mandatory emission limits established by the Report and Order and therefore needs revision. Deletion of the entire rule section, however, is beyond the scope of the Commission’s manifest intention in the Report and Order. The Commission did not express any intention of eliminating the voluntary certification procedure at this time, and its adoption of the new emission requirements did not obviate the current need for that procedure. Paragraph 3 of Appendix A is therefore revised as follows to conform to the Commission’s actual intention: 1 Federal Communications Commission DA 02- 1578 2 3. Paragraph (c) of Section 25.200 is revised to read as follows: (c) In order to be certified pursuant to this section, a transmitter must comply with the pertinent technical requirements in Part 25, including those set forth in Section 25.216.
