OCBO is the principal advisor to the Chairman and the Commissioners on matters relating to small business policy and law. As Director of OCBO, Ms. Williams is responsible for the development, executive direction, management, and implementation of regulations pertaining to small, minority- and women- owned communications businesses. OCBO works to promote opportunities for ownership and employment in the telecommunications and broadcasting industries for small business. Ms. Williams has been serving as OCBO’s Acting Director. Prior to that she was an attorney- advisor in the Consumer Protection and Competition Division of the former Cable Services Bureau (now the Media Bureau). Ms. Williams has also served as corporate counsel for COMSAT Corporation, as an associate attorney with the Washington law firm of Kirkpatrick and Lockhart, and as an Honors Attorney with the United States Department of the Treasury. Among other awards, Ms. Williams was named Outstanding Pro Bono Attorney of the Year by the District of Columbia Bar Association. She holds a J.
