Smith has been named acting chief of the Policy Division of the Consumer & Governmental Affairs Bureau (CGB) and Nancy Stevenson has been named acting deputy chief. The appointments are effective during the time K. Michele Walters, the chief of the Policy Division, is on parental leave. CGB's Policy Division is responsible for the development of consumer policy concerning Commission- regulated entities. Through rulemakings and orders for which it has primary responsibility, and by review of orders originated in other Bureaus, the Division ensures that consumer interests are considered in all Commission policy-making activities. Mr. Smith had been acting deputy chief of the Policy Division where, among other duties, he had been team leader on CGB’s rulemaking to update the Commission’s rules implementing the Telephone Consumer Protection Act of 1991 (TCPA). Before coming to CGB in April 2002, he had been an attorney in the former Common Carrier Bureau’s Accounting and Policy Division where he worked on universal service matters. He is the son of Richard M. Smith, the former Chief of the FCC’s Field Operations Bureau and Office of Engineering and Technology. Mr. Smith received his BS from the University of Southern California and his JD from Pepperdine University. Ms. Stevenson had been acting associate chief of CGB’s Policy Division where she has worked extensively on slamming issues. Before coming to CGB in April 2002 she had been an attorney in the former Cable Services Bureau. She received dual BS degrees in Communications Policy and Psychology and her JD degree from the University of Wisconsin. . - FCC - 1
