ASTROLINK seeks authority to relinquish: (1) two of its five orbital locations; (2) the right to place a second satellite at two orbital locations; and (3) its authority to operate inter- satellite links. In addition, Astrolink proposes to make certain technical changes to the configuration and capability of its satellites.
