The new Office will emphasize strategic planning, focusing on the Commission’s short and long- term policy objectives, as well as incorporate the policy functions of the existing Office of Plans and Policy. Powell said, “For some time, I have seen the need for better strategic coordination among and across the Commission’s Bureaus and Offices. The new Office of Strategic Planning and Policy Analysis will give the Commission the ability to achieve this goal while, at the same time, continuing the tradition of sophisticated and timely policy analysis and development.” Jane Mago, General Counsel, will become Chief of the new Office of Strategic Planning and Policy Analysis. Robert Pepper, formerly Chief of the Office of Plans and Policy, will be part of the new office but report directly to Chairman Powell in a new Commission position of Chief, Policy Development. “I am thrilled that Jane has agreed to take on these new responsibilities as Chief of OSP,” Powell said. “I have worked with Jane for more than five years and, in addition to her keen legal mind, she is one of the most organized strategic thinkers and trusted advisors I have worked with. I am also excited that Dr. Pepper will continue in his unique role developing and assessing policy options and advising me and the Commission on developments in the communications marketplace. I am very lucky to have such a thoughtful, creative, and experienced team leading these efforts.” The new OSP will be responsible for working with the Chairman, Commissioners, Bureaus and Offices to develop a strategic plan identifying short and long term policy objectives for the agency. As part of this process, OSP will work help prepare the agency’s annual budget ensuring that budget proposals mesh with agency policy objectives and plans. OSP also will work with the Office of the Chairman and the Managing Director in developing a workforce strategy consistent with agency policy- related requirements. -1- 1 2 OSP will continue to be responsible for monitoring the state of the communications industry to identify trends, issues and overall industry health, and it will produce staff working papers. The Office will act as expert consultants to the Commission in areas of economic, business and market analysis and other subjects that cut across traditional lines such as the Internet. The Office also will review legal trends and developments not necessarily related to current FCC proceedings, such as intellectual property law, Internet and e- commerce issues. Jane Mago has been the Commission’s General Counsel since January 2001. She is a 24 year veteran of the Commission, having worked for three FCC Commissioners including as Common Carrier Advisor to Anne P. Jones; Senior Advisor to Rachelle B. Chong; and Senior Advisor to then- Commissioner Michael Powell. She also has severed as Deputy Chief of the FCC's Enforcement Bureau, Deputy Chief of the Land Mobile and Microwave Division in the former Private Radio Bureau, and Assistant General Counsel for Trial and Enforcement in the Office of General Counsel. She started her career at the FCC as a Staff Attorney in the Common Carrier Bureau. Ms. Mago received a J. D. from the State University of New York at Buffalo in 1978 where she also received her B. A. and M. A. in Communications. She is a member of the New York State Bar and Federal Communications Bar Association. Robert Pepper has headed the Office of Plans and Policy since December 1989. He joined the Commission in 1986 as Senior Advisor to then Commissioner Patricia Diaz Dennis. Before joining the FCC, Dr. Pepper was Director of the Annenberg Washington Program in Communications Policy Studies and, before that, Director of Domestic Policies and Acting Associate Administrator at the National Telecommunications and Information Administration, U. S. Department of Commerce, and developed a program on communications, computers, and information at the National Science Foundation. His academic appointments have included professor of Communications at the University of Iowa where he was program Chairman and Research Affiliate of the Program on Information Resources Policy at Harvard University. He is a graduate of the University of Wisconsin- Madison, where he also received his doctorate. - FCC - 2
