McLAUGHLIN NAMED TO NEW OFFICE OF STRATEGIC PLANNING AND POLICY ANALYSIS Washington, DC – Kathleen O’Brien Ham will be named Deputy Chief, and Maureen C. McLaughlin will be named Chief of Staff in the new Office of Strategic Planning and Policy Analysis (OSP). The new Office will emphasize strategic planning, focusing on the Commission’s short and long- term policy objectives, as well as incorporate the policy functions of the existing Office of Plans and Policy. Kathleen O'Brien Ham is serving as Deputy Chief of the Wireless Telecommunications Bureau (WTB) overseeing auctions, licensing, spectrum, and legislative matters for the Bureau since 1998. She also served as the first Chief of WTB's Auctions and Industry Analysis, as Legal Advisor to the Chief of the Commercial Wireless Division, and as a Senior Attorney in the Private Radio and Mass Media Bureaus. Prior to coming to the FCC in 1990, Ms. Ham was in private law practice with the firm of Akin, Gump, Strauss, Hauer and Feld. She has a law degree from Catholic University (1986) and an undergraduate degree in journalism from the University of Colorado (1980). Maureen C. McLaughlin, is serving as Senior Counsel for Law and Policy in the Office of General Counsel where she advised the General Counsel and the Chairman’s office on wireless telecommunications and spectrum management issues. She formerly served as Senior Counsel to the Communications Subcommittee of the Senate Commerce Committee where she was principal policy advisor in all telecommunications matters, including media ownership, spectrum policy and digital rights management, to Chairman John McCain and members of the Senate Commerce Committee. Ms. McLaughlin is a Phi Beta Kappa graduate of the University of Miami and a graduate of the Duke University School of Law. -FCC- 1
