 General  Regulations,  to  add  the  franchise  fee  of  4.03%  applicable  to  interstate  customer  receipts  in  the  Atlanta  jurisdiction.  The 
 city  of  Atlanta  has  imposed  this  franchise  fee  on  BellSouth,  and  BellSouth  will  bill  this  franchise  fee  on  interstate  receipts.
