Launch and Operating Authority SES Americom, Inc. SAT- LOA- 20030219- 00013 E SES Americom, Inc. requests authority to launch and operate a Ku- Band payload to replace GSTAR 4 on its proposed Americom- 15 (AMC- 15) hybrid Ku/ Ka- Band spacecraft. AMC- 15 is a hybrid Ku- band/ Ka- band spacecraft. It is a replacement spacecraft for the GSTAR 4 Ku- band spacecraft currently operating at 105° W. L., and a modification of SES Americom’s Ka- band authorization at 105° W. L. (See File No. SAT- MOD- 200302143- 00011) The spacecraft will operate in Ku- band frequencies (downlink frequencies from 11.7 to 12.2 GHz, and uplink frequencies from 14.0- 14.5 GHz) to/ from a shaped beam antenna covering the 50 states, Bahamas and Mexico, if linear polarization configuration is used, or covering the lower 48 states and Bahamas on the downlink if circular polarization configuration is used. In addition, the spacecraft will operate in Ka- band frequencies (downlink frequencies from 18.6- 18.8 GHz and 19.7- 20.2 GHz and uplink frequencies from 28.4 - 28.6 GHz and 29.5 - 30 GHz) to/ from 12 spot beams providing coverage of the 50 states. SES AMERICOM requests any necessary waiver of the Commission’s rules to permit SES AMERICOM to employ orthogonal circular polarization on the Ku- band payload of AMC- 15. SES AMERICOM, Inc. has filed an application for modification of its authority to launch and operate a fixed- satellite service system in the Ka- band. First, SES AMERICOM is relinquishing its Ka- band orbital assignments for the following locations: 17º W. L., 56º E. L., and 114.5º E. L. SES AMERICOM is proceeding with the construction of satellites for the remaining two orbital locations, 85º W. L. and 105º W. L. In light of its revised service plans, SES AMERICOM has decided not to deploy the intersatellite links (ISLs) it had planned and contracted for in its system. Additionally, SES AMERICOM seeks any necessary authority to provide direct- to- home (DTH) services using its Ka- band satellite fleet. All such services will be offered on a non- common carrier, subscription basis. SES AMERICOM also proposes modifications to its Ka- band authority at 105º W. L. Specifically, SES AMERICOM seeks authority to launch and operate a hybrid Ka- and Ku- band satellite (AMC- 15) as its initial satellite at the 105º W. L. orbital location. The Ku- band portion of this spacecraft will be a replacement for SES AMERICOM’s GSTAR 4 Ku- band satellite at 105º W. L. SES AMERICOM has filed a separate replacement application for GSTAR 4 to seek authority for the Ku- band payload of AMC- 15.
