C. – Today, William F. Maher, Bureau Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, made the following personnel announcement. Peyton Wynns will join the FCC’s International Bureau as a senior economist in the Strategic Analysis and Negotiations Division. Mr. Wynns joined the FCC in June 1984 as the first chief of the newly established Industry Analysis Division in the Common Carrier Bureau. The division is responsible for undertaking analytic and statistical studies and publishing reports on the wireline telecommunications industry, developing and implementing procedures to monitor the impact of policy decisions on the industry and its users, and planning, coordinating, and reviewing nation- wide data collection efforts and industry operating practices. Mr. Wynns served in that position and later as chief of the Industry Analysis and Technology Division (IATD) for a record tenure of 18 years. During those years the division has built a formidable internal consulting group producing numerous models and analyses for internal use. IATD also develops and produces a multitude of published reports such as the Local Competition Report, High Speed Internet Access Report, Statistics of Communications Common Carriers, Trends in Telephone Service, and the Universal Service Joint Board Monitoring Report. Under Mr. Wynns’ leadership, IATD has been a leader in the development of electronic reporting and outreach by the Commission— including the pioneering FCC- State Link bulletin board system developed to share information with the states before internet or other electronic information sharing systems were in common use. After his tenure as a division chief, Mr. Wynns is eager to have the opportunity to concentrate on research rather than management. Prior to joining the FCC, Mr. Wynns had worked as an economist and analyst for the Congressional Budget Office, the Senate Commerce Committee, and the Secretary of Transportation. While a replacement is sought for Peyton Wynns, Alan Feldman will serve as Acting Chief of the Industry Analysis and Technology Division of the Wireline Competition Bureau. -FCC- 1
