 The  applications  listed  below  have  been  found,  upon  initial  review,  to  be  acceptable  for  filing.  The  Commission  reserves  the  right  to  return  any  of  the  applications  if,  upon  further  examination,  it  is  determined  the  application  is  not  in

 R/  L  DBS  Company,  LLC  has  filed  an  amendment  to  its  request  for  an  extension  of  launch  date  for  its  Rainbow  1  satellite  (See  File  No. 
 SAT-  MOD-  20030110-  00009,  See  Public  Notices,  Report  No.  SAT-  00135  (February  11,  2003)  and  Report  No.  SAT-  00136  (February 
 19,  2003)). 


 In  its  January  10,  2003  modification,  R/  L  DBS  requested  an  extension  from  March  29,  2003  to  May  31,  2003.  By  this  amendment, 
 R/  L  DBS  seeks  to  extend  the  required  launch  date  for  its  Rainbow  1  satellite  to  August  31,  2003,  and  likewise  extend  the  milestones  for 
 shipping  the  spacecraft  to  the  launch  site  and  for  final  testing  of  the  spacecraft.

 Modification 
 SES  AMERICOM,  INC.  S2135  SAT-  MOD-  20030314-  00028  E 


 SES  Americom,  Inc.  requests  modification  of  its  license  for  AMC-  4  to  relocate  AMC-  4  from  101°  W.  L.  to  85°  W.  L.  following  the 
 launch  of  the  AMC-  9  satellite  into  the  72°  W.  L.  orbital  location  and  the  relocation  of  the  AMC-  6  satellite  from  72°  W.  L.  to  101° 
 W.  L.  The  85°  W.  L.  is  assigned  to  SES  Americom  and  the  AMC-  2  satellite  currently  operates  from  that  location.  SES  Americom  will 
 seek  Commission  authority  to  relocate  the  AMC-  2  satellite  in  a  subsequent  filing. 


 SES  Americom  proposes  to  provide  Ku-  band  service  to  South  America  and  extended  Ku-  band  services  using  AMC-  4  at  85°  W.  L.  The 
 extended  Ku-  band  payload  is  not  available  on  the  AMC-  2  satellite.

 Petition  for  Declaratory  Ruling 
 Spacecom  Satellite  Communications  Services  S.  C.  C.  Ltd.  SAT-  PDR-  20020823-  00161  P 


 Spacecom  Satellite  Communications  Services  S.  C.  C.  Ltd.  has  filed  a  Supplement  to  its  Petition  for  Declaratory  Ruling.  (See  Public 
 Notice,  Report  No.  SAT-  00121,  September  13,  2002.) 


 Spacecom  seeks  to  clarify  that  it  seeks  permission  for  the  AMOS-  2  satellite  to  receive  transmissions  from  U.  S.  uplink  earth  stations  in 
 the  14.0  -  14.5  GHz  band  and  transmit  to  U.  S.  receive  earth  stations  in  the  11.45  -  11.7  band.  Although  AMOS-  2  satellite  also  will 
 operate  in  the  'extended'  Ku-  band  frequencies  (13.75-  14.0  GHz  and  11.45-  11.7  GHz),  Spacecom  understands  that  any  U.  S.  earth  station 
 wishing  to  transmit  in  the  extended  Ku-  band  uplink  frequencies  would  need  to  modify  its  license  on  a  case-  by-  case  basis  in  order  to 
 obtain  authorization  to  do  so.  In  addition,  any  proposed  downlinks  in  the  extended  Ku-  ban  would  be  for  international  services  only, 
 and  only  as  permitted  by  the  Commission's  rules.

 E.  L.  and  29.5°  W.  L.  in  the  text  of  the  note. 


 This  entry  clarifies  that  Intelsat,  LLC  has  requested  authority  to  relocate  and  operate  its  INTELSAT  602  satellite  at  29.5°  W.  L. 
 by  July/  August  2003.
