C. – FCC General Counsel John Rogovin announced staff changes in the Office of General Counsel’s front office. He has named Linda Kinney as Acting Deputy General Counsel of the FCC. Ms. Kinney currently serves as Associate General Counsel. Ms. Kinney joined the FCC in October 1994. She has held a variety of management positions at the Commission, including serving as Assistant Bureau Chief in the former Common Carrier Bureau. Prior to joining the FCC, she worked in private practice. Ms. Kinney received an A. B. from Vassar College and a J. D. from the University of Virginia School of Law. He also has named John Stanley as Assistant General Counsel. Mr. Stanley will focus on wireline competition issues. Mr. Stanley joined the FCC in May 1999 and currently serves as Assistant Chief of the Competition Policy Division in the Wireline Competition Bureau. Before joining the FCC, Mr. Stanley worked in private practice at Wiley, Rein & Fielding. Mr. Stanley received an A. B. from Harvard University, and a J. D. from the University of Michigan Law School. Mr. Rogovin also announced other staff changes in the Office of General Counsel’s Administrative Law Division. Jeff Dygert has been named Deputy Associate General Counsel, and Marilyn Sonn and David Horowitz have each been named Assistant General Counsel. Mr. Dygert moved to the FCC in October 1996. He has worked previously in the Wireline Competition Bureau, the Enforcement Bureau and the Office of General Counsel; he is currently a Deputy Division Chief in the Wireline Competition Bureau. Before joining the FCC, he worked in private practice doing commercial litigation. Mr. Dygert received his B. A. and J. D. from the University of Virginia. He will have general oversight responsibility for the OGC agenda review process. Ms. Sonn joined the FCC's Office of General Counsel in August 1997. Before joining the FCC, she was a partner in the communications practice group of Arent, Fox, Kintner, Plotkin & Kahn. Ms. Sonn received a B. A. from the University of Michigan and a J. D. from the National Law Center of The George Washington University, where she served 1 as Notes Editor of the Law Review. She will have oversight responsibility for agenda items from the FCC’s Media Bureau. Mr. Horowitz joined the FCC in August 1988 and currently serves as an attorney- advisor in the Office of General Counsel. He has held a variety of management positions at the Commission, including serving as a Division Chief in the Wireless Telecommunications Bureau. Before joining the FCC, Mr. Horowitz worked in private practice. He began his legal career clerking for Judge Philip Nichols, Jr., of the United States Court of Appeals for the Federal Circuit. Mr. Horowitz received an A. B. and an A. M. from the University of Chicago and a J. D. from the University of Michigan Law School.
