(" EchoStar") has filed an amendment to its request to modify its Ku- band space station authorization to include a hybrid Ka-/ Ku- band satellite at the 121º W. L. orbital location (See File No. SAT- MOD- 20010608- 00054; Public Notice Report No. SAT- 00074 (rel. June 29, 2001)). Replies may be filed on or before April 28, 2003. Amendment EchoStar Satellite Corporation S2179 SAT- AMD- 20030127- 00004 E EchoStar Satellite Corp. (" EchoStar") has filed an amendment to its request to modify its Ka- band space station authorization to include a hybrid Ka-/ Ku- band satellite at the 121º W. L. orbital location (See File No. SAT- MOD- 20010608- 00055; Public Notice Report No. SPB- 00074 (rel. June 29, 2001)). EchoStar's amendment is in response to a staff letter dated December 18, 2002. In its amendment, EchoStar amends its channelization and frequency plan to reflect the fact that the Commission subsequently denied EchoStar's request for an additional 500 megahertz of spectrum at 28.35- 28.6 GHz and 29.25- 29.5 GHz for uplink operations and an additional 500 megahertz of spectrum at 18.3- 18.8 GHz for downlink operations. EchoStar states that because it commenced construction of its satellite prior to the Commission's denial of its request for additional spectrum, the satellite incorporates transponders capable of operating on these additional frequencies. In its amendment, EchoStar indicates that construction of these transponders was at its own risk and states that it will not operate these transponders on frequencies for which it lacks authorization. EchoStar's amendment also describes certain minor changes to its spacecraft parameters. EchoStar's amendment also provides additional information regarding Loral's C- band payload (5925- 6425 MHz and 3700- 4200 MHz) aboard EchoStar's space station at 121º W. L. The C- band payload is proposed to operate pursuant to an ITU filing by Papua New Guinea.
