C. – Today, William Maher, Bureau Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, made the following personnel announcement. Paul Garnett has been named Acting Assistant Chief of the Telecommunications Access Policy Division, with responsibility for issues relating to the receipt of universal service support in competitive areas, the payment of universal service contributions, and the high- cost universal service support mechanisms. Mr. Garnett will serve as Acting Assistant Chief while Anita Cheng is on parental leave. Mr. Garnett joined the FCC as an Attorney Advisor in the Telecommunications Access Policy Division in March 2000, handling issues relating to high- cost universal service and the contribution methodology. Before joining the FCC, Mr. Garnett was an Associate at Swidler Berlin Shereff Friedman, LLP in Washington, D. C., in their telecommunications practice group. Mr. Garnett received his J. D. cum laude from the Catholic University of America in 1998 and his B. A. from Union College in 1992.
