 memoranda  reporting  oral  presentations,  if  they  relate  to  docket  proceedings,  are  available  for  inspection  and  copying  in  the  appropriate  docket  in  the  FCC  Reference  Center  (Room  CY-  A257,  445  12  th  Street,  SW).  The  FCC
