 Final  Analysis  Communication  Services,  Inc.  has  filed  an  amendment  to  its  pending  modification  to  its  Non-  Voice,  Non-  Geostationary 
 Mobile  Satellite  system  (File  No.  SAT-  MOD-  20020329-  00245).  In  this  Amendment,  Final  Analysis  clarifies  its  reasons  for  requesting 
 an  extension  of  time  for  construction  and  launch  of  its  licensed  system  and  provides  a  proposed  schedule  of  milestones. 


 Final  Analysis  proposes  to  complete  construction  of  its  first  two  satellites  in  September  2004;  to  launch  its  first  two  satellites  in 
 December  2004;  and  construct  and  launch  the  remaining  satellites  in  December  2006.

 Final  Analysis  Communication  Services,  Inc.  has  filed  a  Petition  for  a  Waiver  of  its  Milestone.  In  this  petition,  Final  Analysis  seeks  an 
 extension  of  the  March  2002  construction  completion  milestone  and  the  September  launch  milestones  for  the  first  two  satellites  in  its 
 Non-  Voice,  Non-  Geostationary  Mobile  Satellite  system.  Final  Analysis,  has  filed  an  amendment  to  this  request  (see  File  No. 
 SAT-  AMD-  20030606-  00112)  which  proposes  specific  milestones.
