On July 8, 2003, the Commission released a Third Report and Order and Second Further Notice of Proposed Rulemaking in IB Docket No. 02- 34, revising the Commission's satellite licensing procedures. 1 Paragraph 40 is corrected by adding the follow language to the end of the paragraph: In addition, consistent with the elimination of the fungibility policy, we require GSO- like applicants to specify only one orbit location in each application. On a going- forward basis, applicants seeking more than one GSO- like satellite must file one application for each satellite. Applicants proposing NGSO- like satellite systems, including systems of multiple GSO MSS satellites that are considered both "NGSO- like" with respect to its service links and "GSO- like" with respect to its feeder links, can continue to file for such multiple satellites in one application. Although certain Part 25 rules currently address licenses involving multiple GSO satellites, we are retaining those rules in their current form to address systems that are processed under the previous licensing system. 2 2.
