 DATES  SET  FOR  COMMENTS  ON  TELECOMMUNICATIONS  RELAY  SERVICES  SECOND  REPORT  AND  ORDER,  ORDER  ON  RECONSIDERATION,  AND  NOTICE  OF 
 PROPOSED  RULEMAKING  Comments  due  September  24,  2003;  replies  due  October  9,  2003 


 Washington,  DC  –  On  June  17,  2003,  the  FCC  released  a  Telecommunications  Relay  Services  Second  Report  and  Order,  Order  on  Reconsideration,  and  Notice  of  Proposed  Rulemaking  (NPRM)  FCC  03-  112, 
 seeking  comment  on  various  matters,  including  the  applicability  of  certain  technological  advances  to  telecommunication  relay  services  (TRS),  to  further  the  goal  of  functional  equivalency  of  TRS  for  persons  with 
 hearing  and  speech  disabilities. 
 Comments  relating  to  the  rulemaking  are  due  30  days  after  the  NPRM  is  published  in  Federal  Register,  and  reply  comments  are  due  45  days  following  publication  in  the  Federal  Register.  Reply  comments  are  filed 
 after  the  comment  are  received  and  offer  an  opportunity  to  “reply”  to  the  original  comments. 
 The  NPRM  was  published  in  the  Federal  Register  on  August  25,  2003  (68  FR  50993).  Therefore,  comments  are  due  on  September  24,  2003,  and  reply  comments  are  due  on  October  9,  2003.  Comments  should 
 be  filed  according  to  the  instructions  provided  in  the  NPRM.
