 The  applications  listed  below  have  been  found,  upon  initial  review,  to  be  acceptable  for  filing.  The  Commission  reserves  the  right  to  return  any  of  the  applications  if,  upon  further  examination,  it  is  determined  the  application  is  not  in

 PanAmSat  Licensee  Corp.  has  filed  an  amendmend  to  its  pending  application  requesting  authority  to  launch  and  operate  a 
 fixed-  satellite  service  (FSS)  satellite.  (See  File  Nos.  SAT-  LOA-  19960419000591,  SAT-  AMD-  19971119-  00188,  and 
 SAT-  AMD-  20030411-  00064).  Initially  PanAmSat  requested  authority  to  launch  and  operate  a  satellite,  to  be  known  as  Galaxy  XI(  I), 
 at  91°  W.  L.  This  amendment  changes  the  proposed  orbital  location  to  191  W.  L.  At  that  orbital  location,  the  satellite  will  serve  as  a 
 replacement  for  PAS-  2R.  To  reflect  this  change,  PanAmSat  is  renaming  the  satellite  PAS-  2R(  2).  In  addition,  PanAmSat  had  requested 
 authority  to  launch  and  operate  a  Ku-  band  and  extended  Ku-  band  satellite  providing  services  in  the  14.0-  14.5  GHz,  11.7-  12.2  GHz, 
 13.75-  14.0  GHz,  and  11.45-  11.70  GHz  bands.  PanAmSat  now  seeks  authority  for  a  hybrid  C-  band/  Ku-  band  satellite  providing  services 
 in  the  5.925-  6.425  GHz,  3.7-  4.2  GHz,  14.0-  14.5  GHz,  and  11.7-  12.2  GHz  bands.

 PanAmSat  Licensee  Corporation  has  filed  an  amendment  to  its  pending  application  to  launch  and  operate  a  replacement  satellite,  to  be 
 known  as  Galaxy  I(  H),  at  133°  W.  L.  (See  File  Nos.  SAT-  LOA-  19991207-  00119  and  SAT-  AMD-  20021029-  00199).  This 
 amendment  changes  the  name  of  the  proposed  satellite  from  Galaxy  I(  H)  to  Galaxy  XV.  Initially,  PanAmSat  requested  launch  and 
 operating  authority  for  a  C/  Ku-  band  hybrid  satellite  providing  services  in  the  3.7-  4.2  GHz,  5.925-  6.425  GHz,  11.7-  12.2  GHz,  and 
 14.0-  14.5  GHz  bands.  PanAmSat  now  seeks  authority  for  a  C-  band  only  satellite  providing  services  in  the  3.7-  4.2  GHz  and 
 5.925-  6.425  GHz  bands.

 Intelsat  LLC  has  filed  an  amendment  to  its  pending  modification  application  (File  No.  SAT-  MOD-  20030502-  00079)  requesting 
 authority  to  relocate  the  INTELSAT  602  satellite  from  32.9  degrees  E.  L.  to  50.5  degrees  E.  L.,  rather  than  to  29.5  degrees  W.  L. 
 Intelsat  LLC  intends  to  start  operation  at  the  new  location  immediately  upon  receiving  authorization.

 Petition  for  Declaratory  Ruling  to  be  Added  to  the  Permitted  List

 Telesat  Canada  has  filed  a  notification  and  petition  for  declaratory  ruling  to  modify  the  terms  of  access  to  the  Anik  E2  satellite.  Anik 
 E1  and  Anik  E2  have  been  placed  in  inclined  orbit  at  118.7  degrees  W.  L.  and  111.1  degrees  W.  L.,  respectively.  As  a  result  of  fleet 
 management  activities,  Anik  E2  will  be  replacing  Anik  E1  at  118.7  degrees  W.  L.  and  Telesat  will  begin  migrating  Anik  E1  to  another 
 orbital  location.  Telesat  intends  to  provide  service  to  U.  S.  customers  via  Anik  E2,  beginning  September  15,  2003,  but  does  not  plan  to 
 continue  service  from  Anik  E1.
