 Re:  Globcom,  Inc.  d/  b/  a  Globcom  Global  Communications,  Notice  of  Apparent  Liability  for  Forfeiture,  File  No.  EB-  02-  IH-  0757  (adopted  September  25,  2003): 
 Today  we  take  an  important  step  in  preserving  the  integrity  of  the  Universal  Service  Fund  by  sending  a  signal  to  carriers  who  shirk  their  duty  to  pay  their  fair  share.  This  proposed 
 forfeiture  is  the  largest  the  Commission  has  ever  sought  for  apparent  universal  service  violations  and  puts  carriers  on  notice  that  disregarding  their  universal  service  obligations  will  result  in 
 significant  penalties.  This  important  enforcement  action  highlights  our  commitment  to  affordable  telecommunications  services  for  all  Americans.
