 By  this  Petition,  Space  Imaging  LLC  (Space  Imaging)  asks  the  Commission  to  clarify  how  the  rules  and  policies  adopted  in  the  recent 
 Satellite  Licensing  Order  IB  Docket  No.  02-  34)  will  apply  to  remote  sensing  satellite  system  applications.  Specifically,  Space  Imaging 
 urges  the  Commission  to  rule  that  applications  for  new  or  modified  non-  geostationary  satellite  orbit  (NGSO)  satellite  systems  in  the 
 Earth  Exploration  Satellite  Service  (EESS)  shall  be  processed  under  the  first-  come,  first-  served  procedure  applicable  to  geostationary 
 satellite  orbit-  like  (GSO-  like)  satellite  systems  and  not  under  the  modified  processing  round  procedure  applicable  to  NGSO-  like  systems.
