 Re:  Petition  of  Verizon  for  Further  Forbearance  from  Separate  Affiliate  Requirements  in  Connection  with  1+  Calls  from  Payphones  (WC  Docket  No.  02-  200) 
 Today  the  Commission  grants  Verizon  forbearance  from  the  enforcement  of  Section  272  of  the  Communications  Act  in  connection  with  1+  calls  from  payphones. 
 The  Commission  offers  no  analysis  or  discussion  of  the  issues  presented.  This  approach  is  troubling.  By  not  fully  engaging  in  a  discussion  of  the  issues  presented  by  this  petition, 
 the  Commission  robs  the  industry—  not  to  mention  the  public—  of  what  could  be  useful  clarity  concerning  application  of  our  statutory  forbearance  authority.
