C. – As part of the FCC’s ongoing international collaboration with foreign regulators, FCC Chairman Michael K. Powell met with Ms. Muna Nijem, Chairman & Chief Executive Officer of Jordan’s Telecommunications Regulatory Commission (TRC). Chairman Powell and Chairman Nijem’s meeting, the second they have held, demonstrated their continued commitment to a dialogue involving regulators around the world. The two chairmen have instituted a relationship between the FCC and TRC staff experts to discuss new technology and regulatory approaches in areas such as spectrum policy reform, competition policy and training for staff development. Chairman Powell said, “As a leader in Jordan, in the Arab regulatory community and increasingly in the international arena, Chairman Nijem represents the new wave of dynamic, forward- thinking regulators. The FCC values highly its relationship with the TRC and the policy enrichment this exchange brings to both agencies.” Jordan appointed Ms. Nijem as the TRC Chairman and Chief Executive Officer in November 2002. Since taking the post, Chairman Nijem has focused on improving TRC technical capacity by hiring new staff and encouraging investment in Jordan’s telecom sector by adopting pro- competitive policies. Regionally, TRC has played a leadership role in the establishment of the Arab Telecom Regulators Network (ATRN), an association of regional regulators whose vision includes more progressive and pro- competitive regulatory policies. In December 2003, Chairman Nijem will chair the Global Symposium for Regulators, hosted by the International Telecommunications Union, an event at which FCC Commissioner Kathleen Q. Abernathy will speak.
