C. – John B. Muleta, Chief of the FCC’s Wireless Telecommunications Bureau, has named Blaise Scinto as Special Counsel for Spectrum Policy in the Wireless Telecommunications Bureau’s Office of the Bureau Chief. In this new position, Ms. Scinto will oversee the Wireless Bureau’s implementation of the Spectrum Policy Task Force’s recommendations and other spectrum policy initiatives. In addition to her new appointment in the Wireless Bureau, Scinto will serve as Deputy Director of the FCC’s Spectrum Policy Task Force. Ms. Scinto has been a supervisor in the Policy Division of the FCC’s Wireless Bureau since January 2000, serving as Deputy Division Chief and Acting Division Chief. In this capacity, she has been responsible for overseeing policy and rulemakings on a diverse set of issues, including spectrum policy, enhanced 911 (E911), consumer and accessibility matters, and common carrier issues. Prior to joining the Division, Ms. Scinto served as the Deputy Chief of the Network Services Division in the FCC’s Common Carrier Bureau, where she was primarily responsible for numbering administration issues. Before that, Ms. Scinto served as Legal Counsel to the Chief of the Common Carrier Bureau. She joined the FCC in 1995 as an attorney in the Common Carrier Bureau's Policy and Program Planning Division. Before joining the FCC, Ms. Scinto was an associate with the Washington office of Winston & Strawn. She has both a B. A. in History and a J. D. from the University of Virginia. - FCC - 1
