POWELL Re: Commission’s Implementation of the Results of the 2003 World Radiocommunications Conference Today marks another milestone in our commitment to prompt implementation of the results of 2003 World Radiocommunications Conference (WRC- 03). By achieving our end of year goal six weeks early, NTIA and the FCC have underscored our commitment to the implementation process. The hardworking, talented, and dedicated staffs of the two agencies are to be applauded for this success. The United States was largely successful in achieving its goals at the 2003 World Radiocommunications Conference (WRC- 03). The FCC’s WRC Advisory Committee and industry members contributed greatly to our success in WRC- 03 and will be no less vital to our preparation for WRC- 07. Our accomplishments also reflect our continuing cooperation and coordination with NTIA. Working together, we have achieved a win- win – opening the door for new and innovative commercial services while safeguarding the critical missions of federal spectrum users. We have already begun preparation for the next Conference. I am pleased that Nancy Victory and Peter Hadinger have agreed to serve as Chair and Vice Chair of the FCC’s Advisory Committee for the 2007 World Radiocommunications Conference. The Commission, the telecommunications industry and the public are fortunate to have such a capable team at the helm to address the many issues that are critical to American interests. We appreciate their leadership as we work together toward a successful WRC-07. I encourage all interested parties to work with Nancy, Peter and the FCC by getting engaged early in the important work of the Advisory Committee. 1
