 Today,  we  are  restarting  the  transaction  review  clock  on  consideration  of  the  license  transfer  applications  related  to  the  proposed  acquisition  by  The  News  Corporation  Limited  of  a 
 34%  interest  in  General  Motors  Corporation’s  subsidiary,  Hughes  Electronics  Corporation. 
 On  October  10,  2003,  we  stopped  the  clock  on  consideration  of  your  license  transfer  application  because  additional  record  development  and  consultations  between  the  Commission 
 and  the  Department  of  Justice,  as  permitted  under  our  rules,  were  required.  Subsequently,  we

 requested  additional  information  which  you  have  provided.  1  In  addition,  we  also  have  substantially  completed  our  discussions  with  the  Department  of  Justice.  On  this  basis,  we  will 
 restart  the  review  clock  effective  today,  November  17,  2003,  at  day  150.
