Haller at (202) 418- 1408 HOWARD GRIBOFF AND PAUL LOCKE APPOINTED AS MANAGERS IN THE INTERNATIONAL BUREAU, POLICY DIVISION Washington, D. C. – James L. Ball, Chief of the Policy Division, FCC International Bureau, has named Howard Griboff and Paul A. Locke to the positions of Assistant Chief and Assistant Chief – Engineering, respectively, Policy Division. As Assistant Chief of the Policy Division, Mr. Griboff will manage projects and provide policy and legal expertise, including regarding spectrum policy rulemaking items. He also will oversee certain licensing activities, including mergers. Mr. Griboff joined the International Bureau in 1998 as an attorney- advisor in the Satellite Division, where he played a substantial role in numerous complex satellite rulemaking and licensing proceedings. From 1996- 98, Mr. Griboff was an attorney- advisor in the Wireless Telecommunications Bureau. Prior to joining the FCC, he practiced law at Fisher Wayland Cooper Leader & Zaragoza in Washington, D. C. Mr. Griboff has a J. D. from the UCLA School of Law and a B. A. from the University of Pennsylvania. As the Policy Division’s Assistant Chief – Engineering, Mr. Locke will provide engineering management expertise and contribute to the technical aspects of spectrum policy rulemaking items. Prior to joining the FCC in 2000, Mr. Locke held senior technical and spectrum regulatory positions in several satellite communication companies. Over the past 30 years, he has assisted in the design, development and implementation of geostationary and low-orbit satellite communication systems. In addition, Mr. Locke served on the U. S. delegations to the International Telecommunication Union (ITU) World Radio Conferences from 1992- 2000 and has participated in ITU technical subcommittees for many years. Mr. Locke has a BSEE from Monmouth College (now Monmouth University) and an MSEE from New York University. - FCC - 1
