C. – William Maher, Bureau Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau (WCB), today made the following personnel announcements: Paul Garnett has been promoted Legal Counsel to the Bureau Chief. In this position, Mr. Garnett will advise the Bureau Chief on universal service, numbering, and other matters. Prior to this position, Mr. Garnett was WCB’s Acting Assistant Chief of the Telecommunications Access Policy Division, with responsibility for issues relating to the receipt of universal service support in competitive areas, the payment of universal service contributions, and the high- cost universal service support mechanisms. Mr. Garnett joined the FCC as an Attorney Advisor in the Telecommunications Access Policy Division in March 2000, handling issues relating to high- cost universal service and the contribution methodology. Before joining the FCC, Mr. Garnett was an Associate at Swidler Berlin Shereff Friedman, LLP in Washington, D. C., in their telecommunications practice group. Mr. Garnett received his J. D. cum laude from the Catholic University of America in 1998 and his B. A. from Union College in 1992. Prior to law school, Mr. Garnett was a Staff Consultant for Price Waterhouse LLP in a practice group specializing in the privatization of government- owned telecommunications monopolies. Robert Tanner has been promoted to Legal Counsel to the Bureau Chief. In this position, Mr. Tanner will advise the Bureau Chief on competition, broadband deployment and advanced services issues. Since June 2001, Mr. Tanner has served as an Attorney-Advisor in the Competition Policy Division of the Wireline Competition Bureau where he was a team leader for the Triennial Review Order and the Verizon Pennsylvania Section 271 Order. He also worked on proceedings examining the regulatory treatment of interexchange services provided by incumbent local exchange carriers. -- more -- 1 Prior to this, Mr. Tanner was an associate at Davis Wright Tremaine, LLP in Washington, D. C., in their Communications, Media and Information Technology Group.
