 EchoStar  Satellite  Corporation  has  filed  an  application  to  modify  its  DBS  authorization  for  the  EchoStar  4  satellite  at  the  157  W.  L. 
 orbital  location  (See  File  No.  DBS  88-  01,  DA  03-  1510).  EchoStar  seeks  to  operate  EchoStar  4  on  channels  7  and  11  instead  of 
 channels  3  and  5.  EchoStar  states  that  the  transponders  associated  with  channels  3  and  5  are  not  sustainable,  but  that  EchoStar  4  is 
 capable  of  providing  service  on  other  channels.  The  application  also  includes  a  request  for  waiver  of  47  C.  F.  R.  Section  25.148(  c) 
 which  requires  EchoStar  4  to  provide  service  to  Alaska  and  Hawaii  from  157  W.  L.
