 FCC  ENFORCEMENT  BUREAU’S  INVESTIGATIONS  AND  HEARINGS  DIVISION  ANNOUNCES  PROMOTIONS 
 Washington,  D.  C.  ---  William  Davenport  has  been  named  Chief  of  the  FCC  Enforcement  Bureau’s  Investigations  and  Hearings  Division,  and  Hillary  De  Nigro  has  been  named  Deputy 
 Chief.  Cathy  Carpino  and  David  Brown  have  been  appointed  Assistant  Division  Chiefs.  James  Shook  and  David  Janas  have  been  named  Special  Counsels  in  the  Division. 


 Mr.  Davenport  previously  served  as  Deputy  Chief  and  Assistant  Chief  of  the  Investigations  and  Hearings  Division.  Prior  to  that,  Mr.  Davenport  was  Legal  Advisor  to  the 
 Chief  of  the  Enforcement  Bureau.  Before  joining  the  Commission  in  1999,  Mr.  Davenport  was  an  associate  at  the  firm  of  Preston  Gates  Ellis  &  Rouvelas  Meeds  LLP  in  Washington,  D.  C., 
 specializing  in  telecommunications  and  complex  litigation.  Mr.  Davenport  received  a  B.  A.  from  Northwestern  University  and  a  J.  D.  from  the  University  of  Pennsylvania. 


 Ms.  De  Nigro  previously  as  served  Assistant  Chief  of  the  Investigations  and  Hearings  Division  and  prior  to  that  was  an  attorney  advisor  in  that  division.  Before  joining  the 
 Commission  in  2001,  Ms.  De  Nigro  practiced  commercial  litigation  in  the  D.  C.  offices  of  Milbank,  Tweed,  Hadley  &  McCloy,  LLP,  and,  prior  to  that,  was  engaged  in  commercial 
 litigation  and  energy  regulatory  hearings  for  Akin,  Gump,  Strauss,  Hauer  &  Feld.  Ms.  De  Nigro  received  a  B.  A.  from  Emory  University  and  a  J.  D.  from  the  Georgetown  University  Law  Center. 


 Ms.  Carpino  comes  from  the  Wireline  Competition  Bureau's  Competition  Policy  Division,  where  she  worked  as  a  senior  attorney  on  broadband  matters,  the  Commission's 
 Triennial  Review  proceeding,  and  the  Bureau's  Virginia  Arbitration.  Prior  to  joining  the  Commission  in  2001,  Ms.  Carpino  worked  as  a  senior  counsel  to  the  Massachusetts  Department 
 of  Telecommunications  and  Energy  overseeing,  among  others,  that  agency's  section  271  proceeding  and  various  arbitrations.  After  graduating  from  law  school,  Ms.  Carpino  also  worked 
 for  several  members  of  the  United  States  Senate.  Ms.  Carpino  received  a  B.  A.  from  Trinity  College  in  Connecticut  and  a  J.  D.  from  Tulane  University. 


 Mr.  Brown  previously  served  as  an  attorney  advisor  in  the  Investigations  and  Hearings  Division.  Prior  to  that,  Mr.  Brown  was  Legal  Advisor  to  the  Chief  of  the  Office  of  Broadcast 
 License  Policy,  Media  Bureau,  after  completing  a  detail  as  an  Interim  Legal  Advisor  to  Commissioner  Kevin  Martin.  Mr.  Brown  joined  the  Commission  in  1999  as  an  Attorney-Advisor 
 in  the  Video  Services  Division  of  the  Mass  Media  Bureau.  Mr.  Brown  received  a  B.  A.  from  Cornell  University  and  a  J.  D.  from  the  University  of  Pennsylvania.

 Mr.  Shook  has  worked  for  the  Commission  since  1980,  most  recently  serving  as  a  senior  trial  attorney  in  the  Investigations  and  Hearings  Division.  Mr.  Shook  served  in  the  former 
 Broadcast  and  Mass  Media  Bureaus,  before  joining  the  Enforcement  Bureau  at  its  inception  in  1999.  Since  1988,  Mr.  Shook  has  appeared  before  Commission  administrative  law  judges  in 
 numerous  proceedings  regarding  license  applications  and  revocations.  Mr.  Shook  received  his  B.  A.  from  Princeton  University  and  his  J.  D.  from  the  Georgetown  University  Law  Center. 


 Mr.  Janas  previously  served  as  an  attorney  advisor  in  the  Investigations  and  Hearings  Division.  Before  joining  the  Commission  in  2001,  Mr.  Janas  was  an  associate  at  the  firms  of 
 Mintz,  Levin,  Cohn,  Ferris,  Glovsky  and  Popeo,  P.  C.  and  Dickstein  Shapiro  Morin  &  Oshinsky,  LLP  in  Washington,  D.  C.,  specializing  in  telecommunications  and  litigation.  Mr.  Janas  received 
 a  B.  S.  from  the  State  University  of  New  York  at  Stony  Brook  and  a  J.  D.  from  the  American  University,  Washington  College  of  Law,  where  he  teaches  telecommunications  law  as  an 
 Adjunct  Professor.
