C. – Today, William Maher, Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, made the following personnel promotions. Tony Dale has been named Deputy Chief of the Telecommunications Access Policy Division (TAPD). In addition to his responsibilities in TAPD, Mr. Dale will serve as special counsel to the Bureau Chief on homeland security and critical infrastructure protection issues. Mr. Dale joined the FCC in 1997 as an attorney- advisor in the Common Carrier Bureau’s Accounting & Audits Division. Mr. Dale has served as an Assistant Division Chief in the International Bureau’s Strategic Analysis and Negotiations Division, the Enforcement Bureau’s Investigation & Hearings Division, and the Common Carrier Bureau’s Accounting Safeguards Division. Before rejoining the FCC, Mr. Dale served as an infantry officer in the United States Army and worked at a private firm in the telecommunications industry. Mr. Dale received his J. D. with honors from the University of Baltimore in 1997 and his B. A. in International Studies from Dickinson College in 1990. Gina Spade was promoted to Assistant Division Chief of the TAPD. Ms. Spade has been an Attorney Advisor in the Bureau's Competition Policy Division since April 2002. She led teams reviewing Bell Operating Company section 271 applications and worked as a team member on other section 271 applications. Ms. Spade also has worked on Voice over Internet Protocol (VoIP) issues and local competition rulemaking proceedings. Ms. Spade is also an adjunct professor at George Washington University Law School. Prior to joining the FCC, Ms. Spade worked as an associate in the communications group at Hogan & Hartson LLP. and as an associate at Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P. C., where she specialized in telecommunications and corporate law. Ms. Spade received her J. D. from the Georgetown University Law Center. She earned her B.
