C. – Today, William Maher, Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau, made the following personnel promotions. Cathy Carpino was promoted to Deputy Chief of the Telecommunications Access Policy Division (TAPD). Ms. Carpino previously served as Assistant Chief in the Enforcement Bureau’s Investigations and Hearings Division. Prior to that, Ms. Carpino worked in the Wireline Competition Bureau’s Competition Policy Division as a senior attorney, where she worked on broadband matters, the FCC’s Triennial Review proceeding, and the Bureau's Virginia Arbitration. Prior to joining the FCC in 2001, Ms. Carpino worked as a senior counsel to the Massachusetts Department of Telecommunications and Energy overseeing, among other matters, that agency's section 271 proceeding and various arbitrations. After graduating from law school, Ms. Carpino also worked for several members of the United States Senate. Ms. Carpino received a B. A. from Trinity College in Connecticut and a J. D. from Tulane University. Katie King was promoted to Special Counsel of the TAPD. Ms. King has been an Attorney Advisor in the Telecommunications Access Policy Division since September 1997. She has played a principal role in the major high- cost universal service proceedings before the Commission over the past seven years. Before joining the FCC, Ms. King served as Majority Communications Counsel for the Senate Committee on Commerce, Science, and Transportation, where she worked on the Telecommunications Act of 1996. She also served as a Legislative Assistant for Senator Larry Pressler before he became the Chairman of the Commerce Committee. Prior to working for the Senate, Ms. King was an associate at the law firm of Wiley, Rein and Fielding. Ms. King received her J. D. from Harvard Law School, where she was Coordinating Editor of the Journal on Legislation. Ms. King received her M. A., and B. A., summa cum laude, from the University of Minnesota. 1 -FCC- 2
