In his new position Mr. Keithley’s responsibilities will include oversight of the consumer policy division, the disability rights office and the reference information center. Among the issues those groups deal with are telemarketing rules, slamming rules enforcement, implementation of the Americans with Disabilities Act and ensuring the public has convenient and reliable access to all Commission public documents. K. Dane Snowden, chief of the Consumer & Governmental Affairs Bureau, said, “We are delighted that Jay will be joining us in this important and key position in the bureau. He brings an excellent combination of telecom policy and public affairs experience that will serve him well as he works to ensure that all FCC policy is made with the consumer in mind and that all consumers are able to participate fully in that process. I look forward to having him as a member of my senior staff.” Mr. Keithley had been at PCIA since 2003. Previously, he had been vice president for regulatory affairs at Sprint Corporation, Washington, DC; vice president , public affairs, at United Telecom, Inc., Washington, DC; general counsel at United Telephone Company of Indiana, Inc., Warsaw, IN; and chief trial attorney, The National Credit Union Administration, Washington, DC. From 1974 to 1978 he was a captain, Judge Advocate, in the U. S. Marine Corps, stationed in Washington, DC.
