C. – William Maher, Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau (WCB), today made the following personnel announcements: Margaret Dailey has been promoted Legal Counsel to the Bureau Chief. In this position, Ms. Dailey will advise the Bureau Chief on pricing policy and other matters. Prior to this position, Ms. Dailey served as an Attorney Advisor in the Pricing Policy Division, where she worked on a variety of pricing- related matters, including cost recovery for local number portability and number pooling, and federal preemption of state interconnection proceedings. Before joining the FCC in December 2000, Ms. Dailey was Assistant General Counsel for American Cellular Corporation, a wireless company doing business in ten states under the CellularOne trademark. Prior to that, she served as Assistant Litigation Counsel at MCI, and Associate in the litigation section of the D. C. office of Morgan, Lewis & Bockius. She received her J. D. from Georgetown University and her B. F. A. from Cornell University. Vickie (Byrd) Robinson has been promoted to Legal Counsel to the Bureau Chief. In this position, Ms. Robinson will advise the Bureau Chief on universal service, numbering, and other matters. Prior to this position, Ms. Robinson was an Attorney Advisor in the Telecommunications Access Policy Division, where she worked on issues relating to the receipt of universal service support in competitive areas, the payment of universal service contributions, and the high- cost universal service support mechanisms. -- more -- 1 Before joining the FCC in September 2001, Ms. Robinson was an Associate at Swidler Berlin Shereff Friedman, LLP in Washington, D.
