C. 20554 September 23, 2004 FCC ANNOUNCES ADDITIONAL TOOL TO FACILITATE DEBT COLLECTION IMPROVEMENT ACT (DCIA) COMPLIANCE; URGES PUBLIC TO VERIFY CORES DATABASE INFORMATION New Red Light Display (RLD) System The FCC is pleased to announce the availability of a new Red Light Display (RLD) System available through the FCC’s website to enable entities to determine if they are delinquent in the payment of debts owed to the FCC. The RLD System can be accessed at It is a secure system that allows individuals and entities to check if they are delinquent in the payment of any debts owed to the FCC. Entities and individuals can only obtain their own records, and to do so must use their unique FCC Registration Numbers (FRN) and individual CORES passwords. This will be an important tool for doing business with the FCC after October 1, 2004, when the FCC’s newly- adopted red light rule goes into effect. The red light rule— adopted to facilitate implementation of the DCIA-- provides that anyone delinquent in non- tax debts to the Commission who files an application or other request for a benefit will be unable to obtain action from the FCC until the delinquent debts have been paid in full or other satisfactory arrangements have been made. Failure to resolve an outstanding delinquent debt within 30 days of being notified that a filing has triggered a red light will result in dismissal of the application or request for benefit. Entities Urged To Check Accuracy of CORES Database Information If you owe a delinquent debt to the FCC (or shares a Taxpayer Identification Number with another entity that has an outstanding delinquent debt) and file an application or other request for benefits after October 1, you will receive a letter notification that you are ineligible for benefits. The notification will be sent to the address of record in the Commission’s CORES database.
