 The  applications  listed  below  have  been  found,  upon  initial  review,  to  be  acceptable  for  filing.  The  Commission  reserves  the  right  to  return  any  of  the  applications  if,  upon  further  examination,  it  is  determined  the  application  is  not  in 
 conformance  with  the  Commission's  rules  or  its  policies.  Consideration  of  each  satellite  application  in  this  Public  Notice  may  depend  on  the  Commission's  action  on  another  satellite  application  earlier  in  the  queue.  Petitions,  oppositions  and

 Columbia  Communications  Corporation  has  filed  an  amendment  to  its  pending  application  for  modification  of  its  AMC-  12  satellite  at

 AfriSpace,  Inc.  has  filed  an  application  to  launch  and  operate  the  AfriStar-  2  satellite  and  to  co-  locate  it  at  21º  E.  L.  with  its  AfriStar-  1 
 satellite.  The  AfriStar-  2  satellite  will  operate  in  the  7025-  7075  MHz  and  1452-  1492  MHz  frequency  bands.  AfriSpace  proposes  to 
 launch  the  satellite  in  2006. 


 Afrispace  filed  the  application  as  an  application  for  a  replacement  satellite.  With  this  application,  Afrispace  filed  a  request  for  waiver 
 of  the  Commission’s  bond  and  milestone  requirements  in  the  event  the  Commission  determined  that  this  application  was  not  a 
 replacement  application.  We  have  determined  that  this  is  an  application  for  a  new  satellite.  The  initial  file  number, 
 SAT-  RPL-  20040728-  00150,  has  been  adjusted  accordingly  and  all  correspondence  concerning  this  application  should  reference  File 
 No.  SAT-  LOA-  20040728-  00150.

 WB  Holdings  1,  LLC  has  filed  a  request  for  Special  Temporary  Authority  to  operate  its  Ka-  band  payload  (29250-  30000  MHz, 
 28350-  28600  MHz  and  19700-  20200  MHz  frequency  bands)  on  the  Intelsat  Americas  8  (IA-  8)  satellite  at  WildBlue’s  109.2°  W.  L. 
 orbital  location  for  a  period  of  60  days  beginning  upon  the  launch  of  IA-  8.  The  IA-  8  satellite  is  expected  to  be  launched  in 
 mid-  November  2004  by  Intelsat  North  America  LLC.  WildBlue  will  operate  its  payload  on  a  non-  interference  basis.

 PanAmSat  Licensee  Corp.  (PanAmSat)  has  filed  a  request  for  Special  Temporary  Authority  for  180  days,  commencing  on  November 
 4,  2004,  to  operate  the  tracking,  telemetry,  and  command  (TT&  C)  payload  on  Galaxy  3R  at  111.0°  W.  L.  Uplink  TT&  C 
 transmissions  on  Galaxy  3R  will  occur  at  either  5935.0  MHz  (horizontal)  or  6415.0  MHz  (vertical)  and  downlink  TT&  C  transmissions 
 will  occur  at  4198.5  MHz  and  4199.625  MHz.  Under  separate  cover,  PanAmSat  is  simultaneously  requesting  an  STA  authorizing 
 relocation  of  Galaxy  3R  from  111.06°  W.  L.  to  111.0°  W.  L.,  and  operation  of  the  TT&  C  payload  on  Galaxy  3R  during  and  after  the 
 relocation,  for  an  initial  30-  day  period  between  October  4,  2004  and  November  3,  2004.  (See  File  No.  SAT-  STA-  20040923-  00185.)
