C. – Jeffrey Carlisle, Chief of the Federal Communications Commission’s (FCC) Wireline Competition Bureau (WCB), today made the following personnel announcements: Michelle Carey has been named Deputy Chief of the Wireline Competition Bureau. In her new position, Ms. Carey will oversee two of the Bureau’s four divisions, the Competition Policy Division and the Industry Analysis and Technology Division. The Competition Policy Division develops and implements policies relating to local telecommunications markets, including deployment of broadband and Internet telephony services. The Industry Analysis division provides the statistical and analytical foundation for the Bureau’s decisions. Ms. Carey has been Chief of the Competition Policy Division since January 2000, where she managed rulemaking proceedings concerning a variety of issues including local competition, broadband, and IP- enabled services. She also supervised numerous adjudicatory proceedings, including applications by the regional Bell companies to provide long- distance service, and telecom mergers. Prior to becoming Chief, Ms. Carey was Deputy Chief and, before that, a staff attorney in both the Policy and Enforcement divisions of the former Common Carrier Bureau. Before joining the Commission, Ms. Carey clerked for the Honorable Hart T. Mankin of the U. S. Court of Veterans Appeals. Ms. Carey received her B. A., magna cum laude, from Georgetown University, and her J. D. from the Georgetown University Law Center. Tom Navin will replace Ms. Carey as Chief of the Competition Policy Division. As Chief, he is responsible for implementation of many key aspects of the Telecommunications Act of 1996, including the Commission’s Triennial Review of the rules governing interconnection between telephone companies. He is also responsible for wireline broadband policy, including Internet telephony matters. Mr. Navin was Acting Chief of the Division before his promotion, and was Deputy Chief prior to that. Prior to that, he was Deputy Chief of the Wireless Telecommunications 1 Bureau’s Policy Division, where he was responsible for implementing policies governing wireless E- 911 services, the CALEA wiretap law and local number portability for wireless carriers. Previously, Mr. Navin worked as an Attorney- Advisor in the former Common Carrier Bureau’s Policy and Program Planning. He joined the Common Carrier Bureau’s Competitive Pricing Division in July 1999. Before joining the FCC, he was an associate at McDermott, Will & Emery in its regulatory practice group. Tom received a B. S. from Wake Forest University, and a J. D. from the University of Virginia, where he was an Executive Editor of the Virginia Journal of International Law. Narda Jones has been appointed Chief of the Telecommunications Access Policy Division, which oversees universal service support for telecommunications and telephone numbering resources. She had served as Deputy Chief of the Division since December 2003, and as Legal Counsel to the Bureau Chief since February 2003, when she was primarily responsible for universal service issues. Prior to that, she was a Senior Attorney Advisor in the Division, and worked on issues that included reform of the universal service program that funds the wiring of schools and libraries for the Internet, and universal service contribution methodology. Before joining the Commission in 2001, Ms. Jones served as Assistant Attorney General in Minnesota, where she advised the Minnesota Public Utilities Commission on telecommunications and energy issues. She also served as a criminal prosecutor in the Minneapolis City Attorney’s Office. She received a B. A. in Government from Wesleyan University and a J. D. from Brooklyn Law School. Julie Veach has been named Deputy Chief of the Competition Policy Division, where she had been serving as Assistant Chief. As Deputy, Ms. Veach will work on policies affecting Internet telephony and other matters related to Internet protocols. She will also focus on questions regarding state and federal regulatory jurisdiction, broadband policy, and petitions requesting that the FCC exercise its discretion to forbear from applying the Communications Act and rules applicable to telecommunications carriers in specific instances. Ms. Veach joined the Division as an Attorney Advisor in January 2001. She came to the FCC from private practice as an associate in the telecommunications group of Wilmer, Cutler & Pickering. After graduating from law school, she clerked for the Honorable Michael S. Kanne of the United States Court of Appeals for the 7 th Circuit. Ms. Veach received her J. D., magna cum laude, from the Indiana University School of Law, where she was Senior Managing Editor of the Indiana Law Journal. Ms. Veach received a B.
