C. –Russell Hanser has been promoted to the position of Special Counsel to the Chief of the Competition Policy Division at the FCC’s Wireline Competition Bureau by Bureau Chief Jeffrey Carlisle. Mr. Carlisle also promoted Terri B. Natoli to the position of Assistant Chief of the Division. Headed by Chief Thomas Navin, the Competition Policy Division develops and implements policies relating to competition in local markets, including the Triennial Review order, deployment of broadband and Internet telephony. Mr. Hanser had served as Senior Attorney and Attorney Advisor in the Division since January 2003. During that period, he was team leader on the IP- Enabled Services proceeding that is investigating the policy implications of Internet telephony. He was also team leader in developing a response to a federal court’s remand of the Triennial Review order. He worked on several section 271 applications filed by the regional Bell telephone companies seeking approval to provide long- distance service, as well as various matters relating to the Bells’ obligation to provide unbundled network elements to competitors. Mr. Hanser came to the FCC from the law firm of Wilmer, Cutler & Pickering, where he specialized in telecommunications law. Before that, Mr. Hanser clerked for the Honorable Norman H. Stahl of the U. S. Court of Appeals for the First Circuit. In 1997, Mr. Hanser received his J. D., cum laude, from Harvard Law School, where he was a Primary Editor of the Harvard Law Review. He received his B. A., magna cum laude, from Amherst College in 1994. Ms. Natoli was a senior attorney in Competition Policy Division, where she recently led a team responsible an order adopted by the Commission in February finding that the Pulver. com VOIP service is not subject to traditional telephone regulation. She is currently working on a number of Commission initiatives relating to broadband and voice over IP. Ms. Natoli also led the Bureau’s team that arbitrated an interconnection agreement between Verizon Virginia and Cavalier Telephone pursuant to section 252( e)( 5) of the Act and worked on the Triennial Review Order and a variety of other competition 1 policy- related matters. Ms. Natoli has over 25 years of experience in state and federal telecommunications regulatory matters, including corporate positions with the former GTE and Sprint (formerly the Southern Pacific Communications Company) as well as private practice. Just prior to joining the Commission in 2002, she was the Vice President of Regulatory Affairs and Public Policy for Teligent, Inc. which she joined in 1997 after representing the company as outside counsel. Ms. Natoli received her J. D. With Distinction, from George Mason University Law School, her M. S. in Telecommunications from George Washington University, and her B.
