 INTERNATIONAL  BUREAU'S  SATELLITE  DIVISION  ANNOUNCES  STAFFING  CHANGES 
 Washington,  D.  C.  –  Thomas  S.  Tycz,  Chief  of  the  Satellite  Division,  FCC  International  Bureau,  has  named  Scott  Kotler  to  the  position  of  Chief,  Systems  Analysis  Branch,  Satellite 
 Division.  Mr.  Kotler  will  replace  Bill  Howden  who  has  been  named  to  the  position  of  Technical  Advisor  in  the  Satellite  Division  Front  Office. 


 As  Branch  Chief,  Mr.  Kotler  will  supervise  the  activities  of  the  Systems  Analysis  Branch  and  will  provide  engineering  expertise  to  the  Division  on  Earth  Station  matters.  Mr.  Kotler 
 joined  the  FCC  in  2001  as  an  electronics  engineer  in  the  Satellite  Engineering  Branch.  In  that  capacity,  he  was  involved  in  International  Satellite  Frequency  Coordination  and  served  as  the 
 FCC  representative  to  the  International  Telecommunication  Union’s  Working  Party  4A  (WP4A)  on  Fixed-  Satellite  Service  issues.  Prior  to  joining  the  FCC,  from  1998  until  2001,  he  was  the 
 Chief,  Space  Systems  Engineering  Branch  for  the  Air  Force  Frequency  Management  Agency.  During  this  time,  he  represented,  coordinated,  and  defended  Air  Force  requirements  and 
 technical  interests  concerning  space  system  spectrum  management  matters.  Mr.  Kotler  has  an  M.  P.  A.  from  Harvard  University,  an  M.  S.  E.  E.  from  Purdue  University,  and  a  B.  S.  E.  E.  from 
 Florida  State  University. 
 Mr.  Howden  joined  the  Satellite  Division  in  March  2002  as  Chief,  Systems  Analysis  Branch.  Prior  to  joining  the  International  Bureau,  Mr.  Howden  was  a  telecom  equipment 
 registration  manager  in  the  Network  Services  Division  of  the  former  Common  Carrier  Bureau.  Prior  to  joining  the  FCC,  he  worked  for  36  years  for  Bell  Telephone  Lab  and  AT&  T.  His 
 primary  function  was  to  develop  systems  for  Bell  System  Marketing.  In  his  new  position  as  Technical  Advisor  to  the  Division  Chief,  Mr.  Howden  will  provide  technical  support  to  the 
 Division  Chief  and  staff  on  matters  related  to  the  processing  of  earth  and  space  station  applications,  including  recommendations  on  further  automating  the  earth  and  space  station 
 application  process.
