C.: The Federal Communications Commission today issued a Memorandum Opinion and Order denying complaints alleging that Fox Television Stations, Inc. aired indecent material over several of its owned and operated television stations during an episode of the “Keen Eddie” program. The complainants alleged that the “Keen Eddie” episode contained indecent material of a sexually explicit nature. The Commission concluded that the episode was not sufficiently explicit or graphic to be deemed indecent. The Commission noted that the material contains no graphic or explicit dialogue, discussion, depiction or description of any particular sexual or excretory organ or activity. In addition, it found that the program includes no dwelled- upon references to specific sexual or excretory organs or activities, and was not used to pander to, titillate or shock the audience.
