C.: The Federal Communications Commission today issued a Memorandum Opinion and Order denying two complaints by Parents Television Council against WBDC Broadcasting, Inc., and other WB Television Network affiliates, alleging that WBDC- TV, Washington, D. C., and other WB affiliate stations aired indecent material on October 3 and 10, 2002, during two episodes of the “Off Centre” program. The Commission concluded that the episodes were not sufficiently explicit or graphic to be indecent.
