Beginning December 1, 2004, anyone doing business with the FCC will be able to view and print copies of delinquent bills (Form 159B) directly from the RLD system, available at . Entities and individuals can only obtain their own records, and to do so must use their unique FCC Registration Numbers (FRN) and individual CORES passwords. In addition, the RLD system will also provide descriptions of each field on the Form 159B and for the Payment Type Codes (PTC) that will assist in identifying the reason the 159B bill has been included in the delinquent debt database. These two new features will enable entities doing business with the FCC more easily to obtain necessary information to identify and resolve any delinquent debts owed to the FCC, and thereby avoid the consequences of the red light rule, 47 C. F. R. § 1.1910. The red light rule provides that anyone delinquent in non- tax debts to the Commission who files an application or other request for a benefit will be unable to obtain action from the FCC until the delinquent debts have been paid in full or other satisfactory arrangements have been made. Failure to resolve an outstanding delinquent debt within 30 days of being notified that a filing has triggered a red light will result in dismissal of the application or request for benefit.
