C. – Jeffrey Carlisle, Chief of the Federal Communications Commission’s Wireline Competition Bureau, announced today that Pamela Arluk and Jeremy Marcus have been promoted to fill the Bureau’s two Legal Counsel positions. Ms. Arluk will be responsible for development and oversight of policy matters covered by the Bureau’s Competition Policy Division and Industry Analysis and Technology Division. Ms. Arluk had been a Senior Attorney- Advisor in the Competition Policy Division since April 2002. During that time, she was the team leader for the Triennial Review Reconsideration Orders, and the team leader for the section 271 proceedings for the states of Illinois, Indiana, Wisconsin, Ohio and Nevada. Before joining the Commission in 2002, Ms. Arluk served as Senior Counsel at Focal Communications, where she worked on competition policy issues before the FCC and various state commissions. She was also an associate at the law firms of Swidler Berlin Shereff Friedman, LLP and Dow, Lohnes and Albertson. After graduating from law school, Ms. Arluk clerked for the Honorable Karen J. Williams of the United States Court of Appeals for the 4 th Circuit. She received her J. D. from the William and Mary School of Law, and her B. A. from Miami University. Mr. Marcus will be responsible for development and oversight of policy matters covered by the Bureau’s Telecommunications Access Policy Division, which oversees universal service support, and the Pricing Policy Division. Mr. Marcus had been a Senior Attorney- Advisor at the Bureau’s Pricing Policy Division since May 2002. During that time, he served as a team leader of the pricing portion of the Virginia Arbitration proceeding and of the on- going reexamination of the TELRIC pricing rules. Before joining the Commission in 2002, Mr. Marcus was an associate at the law firm of Blumenfeld & Cohen (now part of Piper Rudnick Gray Cary LLP). At that firm, he litigated cases for carriers before state public utility commissions, participated in FCC proceedings, and negotiated transactional matters for wireline and wireless carriers and technology providers. 1 Prior to that, he was an associate at the law firm of Gerry, Friend & Sapronov, LLP, in Atlanta, Georgia, and worked at MCI Telecommunications Corp. Mr. Marcus received his J. D. from Georgetown University Law Center, and his B.
