POWELL’S STATEMENT CONCERNING PASSAGE OF TELECOMMUNICATIONS LEGISLATION The Senate yesterday passed by unanimous consent a bill, H. R. 5419, providing key incentives to advance E- 911 deployment, improve spectrum management and maintain the Universal Service Fund. Federal Communications Commission Chairman Michael K. Powell issued the following statement in response: “House and Senate leaders worked hard to get this done, and consumers will benefit from their efforts. The legislation brings needed changes that will promote homeland security and increase wireless broadband opportunities. An accounting rule fix also ensures that the e- rate program for schools and libraries remains strong.
