L. orbit location. On September 17, 2004, Rainbow DBS filed long- form applications (FCC Form 312) and Schedule S forms for the licenses won in Auction No. 52. Rainbow DBS requests authority to construct, launch, and operate a Direct Broadcast Satellite (" DBS") satellite, Rainbow 4, to be located at the 166° W. L. orbit location. Rainbow plans to provide DBS service to Alaska, Hawaii, and the west coast of the United States through the use of 500 MHz of Ku- band spectrum already allocated by the Commission to the DBS service operating in the GSO on a Primary or co- Primary basis. The Rainbow DBS system will use the DBS Ku- band spectrum - 12.2- 12.7 GHz for space- to- Earth transmissions and 17.3- 17.8 GHz for Earth- to- space transmissions. The Rainbow DBS plans to use its satellite at the 166° W. L. orbit location to deliver a wide array of advanced, high- definition digital video services to consumers. EchoStar requests authority to construct, launch, and operate a DBS satellite to be located at the 157° W. L. orbit location using the 12.2- 12.7 GHz (space- to- Earth) and 17.3- 17.8 GHz (Earth- to- space) frequency bands. EchoStar plans to integrate the new satellite at the 157º W. L. orbit location with its overall satellite constellation. EchoStar plans to use the additional channel capacity to provide new programming services such as high- definition television, international programming, and other services. EchoStar states that the primary use for the satellite is expected to be for MVPD services in the United States. EchoStar states that some of the beam coverage will extend beyond the U. S. into portions of Canada and Mexico. EchoStar states that subject to any necessary international regulatory approvals, EchoStar may provide MVPD services to other Region 3 countries. EchoStar states that it plans to provide service to Alaska and Hawaii including more HDTV offerings and a wider range of niche programming such as international, foreign language, informational and educations programs.
