Fiske@ fcc. gov POWELL ANNOUNCES CHANGES IN FCC OFFICE OF GENERAL COUNSEL: JOHN ROGOVIN TO LEAVE OFFICE; AUSTIN SCHLICK TO BE ACTING GENERAL COUNSEL Washington, D. C. – FCC Chairman Michael Powell today announced that FCC General Counsel John Rogovin is leaving the Commission. Powell said, “It is with deep regret that I announce that our General Counsel, John Rogovin, is stepping down from his post at the Commission to become a partner at Wilmer, Cutler, Pickering, Hale and Dorr. The Commission is losing an extraordinary asset. John always provided sound and principled legal advice on whatever matter we faced. I will miss his calm and wise counsel. He also played a vital role in policy development and held the Commission to the highest legal standards. John has been a hands- on leader in the General Counsel’s Office, and personally represented us in court on several very significant litigation matters. He also settled the intractable NextWave matter (twice, no less), freeing up enormous amounts of spectrum, and he brought his first- rate analytical skills to bear on every major regulatory proceeding before us over the last 3 ˝ years. He will be sorely missed by us all, especially by his colleagues in our General Counsel’s Office, where he always maintained a strong team spirit.” Mr. Rogovin was appointed General Counsel in February 2003, prior to that he served as FCC Deputy General Counsel. Before joining the FCC, he was a partner in the Washington, D. C., office of O'Melveny & Myers LLP, where he was Chair of the Communications Group involved in litigation and regulatory matters before federal and state courts and agencies. Prior to that, he was Deputy Assistant Attorney General in the Civil Division of the Department of Justice. Mr. Rogovin also served as a law clerk to the Honorable Laurence H. Silberman, Judge of the U. S. Court of Appeals for the D. C. Circuit. He received an A. B. from Columbia University and a J. D. from the University of Virginia School of Law. He is a member of the New York Bar, the District of Columbia Bar, and the American Bar Association, and he is a frequent lecturer in telecommunications matters. Powell stated, “I am also pleased to announce that Austin Schlick will serve as Acting General Counsel. Austin is a highly skilled attorney with broad experience in litigation, 1 particularly appellate practice and communications law. I have benefited from his counsel while he has been at the Commission, and look forward to working with him in his new position.” Most recently Mr. Schlick served as Deputy General Counsel responsible for the agency’s litigation. Before joining the Commission in February 2004, he served as an assistant in the Solicitor General’s office of the U. S. Department of Justice. In that position he represented the government in various cases before the Supreme Court. Prior to that position, he was a partner with the Washington, D. C., law firm of Kellogg, Huber, Hansen, Todd and Evans, where he specialized in telecommunications and appellate litigation. Mr. Schlick was also an associate at the law firm of Klein, Farr, Smith and Taranto. Prior to that, he served as a law clerk for U. S. Supreme Court Justice Sandra Day O’Connor and a law clerk for Chief Judge Abner Mikva of the U. S. Court of Appeals for the District of Columbia Circuit. Mr. Schlick began his career as a legislative assistant to U. S. Senator John C. Danforth. He holds a J. D. from Yale Law School, where he served as senior editor of the Yale Law Journal, and an A. B. magna cum laude from Princeton University. Mr. Schlick is a member of the District of Columbia and Pennsylvania Bars. - FCC - 2
