 FCC  WIRELESS  TELECOMMUNICATIONS  BUREAU  ANNOUNCES  APPOINTMENTS  IN  THE 
 PUBLIC  SAFETY  AND  CRITICAL  INFRASTRUCTURE  DIVISION 
 WASHINGTON,  D.  C.  –  Today,  John  B.  Muleta,  Chief  of  the  Federal  Communications  Commission’s  Wireless  Telecommunications  Bureau,  announced  four  recent  appointments  in  the 
 Public  Safety  and  Critical  Industry  Division.  These  appointments  complete  the  management  team  of  the  Division  following  the  2004  reorganization  of  the  Bureau.  Scot  Stone  has  been 
 appointed  Deputy  Division  Chief  for  Legal.  Jeffrey  Cohen  has  been  appointed  Deputy  Division  Chief  for  Spectrum  Policy.  Shellie  Blakeney  has  been  appointed  Associate  Division  Chief  for 
 Interoperability.  Angela  Giancarlo  has  been  appointed  Associate  Division  Chief  for  Spectrum  Policy. 


 Scot  Stone  served  as  Assistant  Chief  of  the  Public  Safety  and  Critical  Infrastructure  Division  since  the  Division  was  formed  in  2003,  as  well  as  Acting  Deputy  Division  Chief  for 
 Legal.  Since  1999,  he  had  been  Deputy  Chief  of  the  Policy  and  Rules  Branch  of  the  former  Public  Safety  and  Private  Wireless  Division.  Mr.  Stone  joined  the  Commission  in  1997  as  an 
 Attorney  Advisor  in  the  former  Private  Wireless  Division.  In  these  capacities,  he  has  participated  in  many  Commission  rulemaking  proceedings  and  adjudicatory  matters  regarding  a 
 variety  of  wireless  services.  He  received  his  law  degree  from  the  University  of  California  at  Los  Angeles  and  his  undergraduate  degree  in  U.  S.  History  from  Northwestern  University. 


 Jeffrey  Cohen  most  recently  was  a  partner  with  the  Washington,  DC  law  firm  of  Wilkinson  Barker  Knauer,  LLP,  where  he  specialized  in  representing  clients  involved  in  wireless 
 telecommunications.  Prior  to  attending  law  school,  Mr.  Cohen  worked  as  an  electrical  engineer  at  New  York  Telephone  Company  (now  Verizon  Communications)  in  New  York  City.  Mr. 
 Cohen  received  his  law  degree  with  honors  from  The  George  Washington  University  and  his  undergraduate  degree  in  electrical  engineering  from  The  George  Washington  University,  also 
 with  honors. 
 Shellie  Blakeney  most  recently  served  as  Legal  Advisor  in  the  Office  of  the  Bureau  Chief  of  the  FCC’s  Wireless  Telecommunications  Bureau,  where  she  advised  the  Bureau  Chief  on 
 wireless  regulatory  issues,  including  matters  before  the  Bureau’s  Mobility  and  former  Public  Safety  and  Private  Wireless  Divisions.  Ms.  Blakeney  joined  the  FCC  in  March  1998  and  served

 as  an  Attorney  Advisor  in  the  Bureau’s  former  Public  Safety  and  Private  Wireless  Division.  Ms.  Blakeney  received  her  law  degree  from  Syracuse  University  College  of  Law,  a  Master  of  Arts 
 degree  from  the  S.  I.  Newhouse  School  of  Public  Communications  of  Syracuse  University,  and  a  Bachelor  of  Science  degree  from  the  Florida  A&  M  School  of  Business  and  Industry. 


 Angela  Giancarlo  most  recently  served  as  a  Senior  Associate  in  the  Washington,  DC  office  of  Hogan  &  Hartson  L.  L.  P.,  where  her  primary  focus  was  advising  clients  on  commercial 
 and  private  wireless  regulation,  auction-  related  transactional  matters,  and  strategic  planning  on  spectrum  allocations.  Previously,  Ms.  Giancarlo  was  counsel  and  director  for  federal  regulatory 
 affairs  at  the  Personal  Communications  Industry  Association.  Ms.  Giancarlo  began  her  career  in  the  congressional  office  of  former  U.  S.  Representative  Jack  Kemp  (R-  NY),  where  she  served  in 
 a  number  of  capacities  over  the  course  of  four  years.  Ms.  Giancarlo  received  a  Bachelor  of  Arts  degree  in  political  science  from  Trinity  College  in  Washington,  D.  C.  and  a  law  degree  from  the 
 Catholic  University  of  America,  Columbus  School  of  Law.
