News Media Information 202 / 418- 0500 Internet: http:// www. fcc. gov TTY: 1- 888- 835- 5322 March 8, 2005 NATIONWIDE PROGRAMMATIC AGREEMENT: LEARNING INTERACTIVE UNIT AVAILABLE FOR PUBLIC USE ON COMMISSION’S WEB SITE On October 5, 2004, the Federal Communications Commission (“ Commission”) released a Report and Order revising its rules to implement the Nationwide Programmatic Agreement for Review of Effects on Historic Properties for Certain Undertakings Approved by the Federal Communications Commission (“ Nationwide Agreement”). The Nationwide Agreement will tailor and streamline procedures for review of certain Commission undertakings for communications facilities under Section 106 of the National Historic Preservation Act of 1966 (“ NHPA”). Electronic versions of the Report and Order, the Nationwide Agreement and the earlier Nationwide Agreement for the Collocation of Wireless Antennas are available at http:// wireless. fcc. gov/ siting/ npa/ npa. html. FCC Form 620 (new towers) and 621 (collocations) are available at http:// www. fcc. gov/ formpage. html. The Wireless Telecommunications Bureau has created an Interactive Learning Unit (“ Learning Unit”) to assist all interested parties in their use and understanding of the Nationwide Agreement. The Learning Unit can be accessed at http:// wireless. fcc. gov/ siting/ npa/ npa. html. The Learning Unit provides: (1) a section- by- section review of the Nationwide Agreement; (2) links to the Commission’s environmental regulations as well as the relevant regulations of other federal agencies, including those of the Advisory Council for Historic Preservation and the Council of Environmental Quality; (3) links to historic preservation resources, such as the National Conference of State Historic Preservation Officers; and (4) direct links to FCC Forms 620 and 621. The Learning Unit also includes “Question and Answers” sections, which will be updated periodically as questions are raised by the public. However, such guidance does not amend or act as a substitute for the text of the Nationwide Agreement or the Commission’s rules. The guidance also does not amend or act as a substitute for the Advisory Council on Historic Preservation’s rules (except to the extent the Nationwide Agreement itself substitutes for those rules).
