 The  applications  listed  below  have  been  found,  upon  initial  review,  to  be  acceptable  for  filing.  The  Commission  reserves  the  right  to  return  any  of  the  applications  if,  upon  further  examination,  it  is  determined  the  application  is  not  in

 EchoStar  Satellite  L.  L.  C.  has  filed  a  request  for  special  temporary  authority  (STA)  to  (a)  move  the  EchoStar  4  satellite  from  its  current 
 orbital  position  at  157°  W.  L.  to  77°  W.  L.;  and  (b)  perform  telemetry,  tracking  and  command  (TT&  C)  operations  in  order  to  relocate 
 EchoStar  4  to  the  77°  W.  L.  orbital  location  assigned  to  Mexico  under  the  International  Telecommunications  Union’s  allotment  plan 
 for  Region  2,  where  it  will  be  operated  by  QuetzSat,  S.  de  R.  L.  de  C.  V.,  an  entity  duly  licensed  by  the  Mexican  Secretariat  of 
 Communications  and  Transportation.  EchoStar  requests  that  this  STA  be  granted  for  up  to  180  days  commencing  no  later  than  May 
 15,  2005.
