L. Operation of DIRECTV 9S will provide in- orbit redundancy for DIRECTV and improved coverage of Alaska and Hawaii. DIRECTV has begun construction of DIRECTV 9S, at its own risk, pending Commission action on this request in order to complete construction and launch of its satellite by the second quarter of 2006.
