Until January 9, 2006, such faxes may be sent without prior written consent to people with whom the advertiser has an existing business relationship. On July 3, 2003, the Commission revised its telemarketing rules including those concerning advertising faxes, and reversed the original rule, adopted in 1992, that an existing business relationship provided companies with the necessary express permission to send facsimile advertisements to their customers. To give companies time to secure the written permissions and to have time to consider any petitions for reconsideration of these rules, the Commission extended the effective date until January 1, 2005.
